Grandfathered Pro $200 accounts move to the lower allowance

OpenAI gives new Pro $200 subscriptions a lower included allowance. A subscription active at any point from September 22 to 10 a.m. Pacific on September 29 keeps the previous allowance through October 29, while it stays active, then moves to the lower one at the same $200 a month. Weeks on the lower allowance can pull the Pro $200 estimate down as they replace older weeks.
